Buying A Car? It Pays To Do Your Homework.

Buying a car can be an overwhelming and intimidating experience. For many consumers a car – new or used – is the single most expensive purchase they ever make.

The process can be fraught with peril as some unscrupulous sellers try to take advantage of even the most savvy of customers. Last year alone, my office received nearly 1,000 complaints related to auto-buying transactions.

The Attorney General’s Office (AGO) is here to help safeguard consumers from fraud and unfair business practices – including providing information to help you confidently navigate the car buying process. Here are a few tips.

Determine the car that’s best for you. What kind of car is best for you and your family? What is your monthly budget for car payment, gas, insurance, and maintenance? Knowing your budget and the car that’s best for your lifestyle before you shop will prevent you from being upsold into something you can’t afford.

Identify your target sales price – walk away if you don’t get it!

Research a fair price for the car you want before visiting the dealer. Establishing your target price will give you confidence during negotiations with the dealer.

Check out the car dealer’s reputation. Before you walk into a dealer, make sure they’re in good business standing with the Better Business Bureau. This is the first way to avoid a scam.

Aggressive or deceptive sales tactics – buyer beware. Remember you are in charge and are free to walk away.

  • Holding Keys. Watch out for the salesperson who avoids returning your keys or driver’s license after evaluating your trade in. The goal is to keep you from leaving. They have no right to withhold your property.
  • Requiring cash deposits. You do not need to provide a cash deposit to show that you are serious about buying.
  • Binding statement. You are only bound to a contract after all the detailed terms are in writing and you have agreed to, and signed, the final contract. Do not believe otherwise.
  • Multiple salespeople. Some dealerships may pressure you by using different salespeople or engage in long negotiations to tire you out. You are always free to leave and return a different day.

Understand your financing.

  • Know the difference between leasing and buying.  A lease is not simply another way to buy a car – you are actually agreeing to rent the vehicle long-term. Getting out of a lease early is a very expensive way to go. You may also owe big bucks at the end of the lease.
  • Shop around for loans. If you buy, compare the loan rates and terms offered by the car dealer to other banks and credit unions. Securing pre-approved financing may help you avoid buying more vehicle than you can afford.

Check out warranties. Is there a manufacturer warranty? If the vehicle is not under a manufacturer’s warranty, ask what the service contract covers. You do not have to buy the service contract from the dealer. Get all promises in writing.

Know the Lemon Law. You also have protections under the Washington State Motor Vehicle ‘Lemon Law’, which helps new vehicle owners who have substantial continuing problems with warranty repairs. The law allows you to request an arbitration hearing through the Attorney General’s Office at any time within 30 months of your vehicle’s original retail delivery date – at no charge to you!

Make it work for you. Remember, you don’t have to sign anything. You can always walk away if you don’t find the right deal for you. Arming yourself with information will put you in the driver’s seat, not the dealer. The car you drive off the lot must be what’s best for your lifestyle and budget.

America’s largest totally geothermal neighborhood

IMG_0796SouthCliffe is a 400+ lot subdivision located in Kennewick’s Southridge area.  Over 10 years of planning with City officials and private landowners has gone into this project, and its timing corresponds with significant other developments in Southridge.  Southridge has numerous new retail and commercial developments; the new Kennewick General Hospital is currently under construction, as is a fast growing residential base.

The developers of SouthCliffe, are adding a geothermal “grid” to each lot to provide homeowners with significant energy savings.  SouthCliffe’s geothermal grid will use the ground’s nearly constant temperature, in conjunction with a ground source heat pump, to heat the house in the winter and cool it in the summer.  The systems also provide the majority of hot water heating for the house. While this technology dates back several decades, lower cost ultra-efficient heat pumps are making this green technology mainstream.

Depending upon climate and soil conditions, houses with geothermal heat pump systems can expect energy savings of between 50 – 70%. Kennewick, with its cool winters and hot summers, along with highly favorable soil for geothermal conductivity, is ideally suited to this technology. When complete, the subdivision will have a thermal energy capacity of over 5.5 megawatts, or the equivalent of 3.5 wind turbines as seen in neighboring Nine Canyon Wind Farm.  Savings in CO2 emissions are likewise significant; upon completion, the subdivision will result in a net reduction of approximately 10,300 metric tons of annual CO2 emissions.

Although individual geothermal systems have typically been cost prohibitive in the past, the SouthCliffe subdivision reduces the cost by utilizing a revolutionary new process developed by Tyler Kafentzis of EnerGeo, a Tri-City based geothermal consultant.  This process involves design and pre-installation of a geothermal heat exchanger in each lot at the time of development. Additionally, the scalability of a large subdivision with the presence of earth moving equipment already on site helps make this cost savings possible.

Developers Milo Bauder and Grant Young have been involved in real estate in the Tri-Cities for several decades, however this is their first “green” project. The developers have also shown their commitment to supporting U.S. jobs by only installing geothermal products that are made in the United States. Financing, engineering, and construction of the geothermal infrastructure has resulted from a partnership between the developers, EnerGeo, and ThermLink of Duluth, MN, a pioneer in geothermal installations and distributor of ClimateMaster ground source geothermal equipment.

2013 Hydro Boat Races

With temperatures predicted to be in the 90’s this weekend dehydration, heat stroke and sunburns are all a concern. If you are planning to attend this year’s boat races please remember to drink lots of water, apply sunscreen throughout the day, and seek shade whenever you can. If you feel any symptoms of dehydration (weakness, dizziness, heart palpitations, confusion, fainting, increased thirst, dry mouth and swollen tongue, or inability to sweat) and/or heat stroke (fainting, throbbing headache, dizziness and light headedness, inability to sweat, red hot dry skin, muscle weakness or cramps, nausea and vomiting, rapid heartbeat, rabid shallow breathing, behavior changes, seizures, or unconsciousness) please do not hesitate to seek medical help.

Tri Cities Aquatic Center’s Future up to Voters

The August 6th ballot is a make or break for the Tri Cities Aquatic Center. On the ballot is a proposition to raise the sales tax 1/10 of a cent to help pay for the operating costs of the center. This proposition is designed to keep the admission price to the park low and will cost consumers 1 penny for every $10 spent. As well as locals attending the park, it is predicted for the center to attract visitors from surrounding areas, adding revenue to local businesses.

The Tri Cities Aquatic Center plans to offer annual passes for local families and low admission rates of $7.00 for youth (4-12), $8.00 for teens (13-17), $9.00 for adults, and $7.00 for seniors (65 or older). If the proposition passes, residents can expect to have the ability to use the indoor portion year round by 2015. The outdoor portion will be open from Memorial Day to Labor Day with the possibility of staying open on weekends during the month of September.
